Allow lazily setting default for working trees.
This means we no longer have to import bzrlib.workingtree_4 in
bzrlib.workingtree and work around circular import issues in bzrlib.bzrdir.
It should also mean that "bzr serve" no longer needs to import workingtree_4
or dirstate.
