Add a credential store for '.netrc'.

Provides a credential store for .netrc. This also documents how to
plug a credential store for authentication.conf.

(TestCaseInTempDir.build_tree): Drive-by fix, use assertIsInstance
instead of assert_ to get a meaningful error message.
