[merge] fix sftp selftest and parsing of passwords in sftp urls

* "bzr INIT dir" now initializes the specified directory, and creates

it if it does not exist. (John Arbash Meinel)

TESTING:

* Fix selftest asking for passwords when there are no SFTP keys.
