Tidied up fix for 587868. Put assert in for impossible case in command line lengths. 
- Count sys.argv and compare that with GetCommandLineW. Reduce argument count to that os sys.argv, to avoid incorrect arguments at the begining of the command line, such as python -m pdb bzr status or other incantations of the same (eclipse, netbeans, other)
