Add a skeleton texinfo builder for sphinx.

* doc/en/conf.py:
(extensions): Add the texinfo builder.

* doc/en/Makefile:
(texinfo): New target.

* bzrlib/doc_generate/sphinx_conf.py:
Update copyright...
