Just delete ApportFeature.

* bzrlib/tests/test_crash.py:
(TestApportDeprecation): Deleted.

* bzrlib/tests/features.py: 
Delete ApportFeature, nobody cares enough about it.

* bzrlib/tests/__init__.py:
(_CompatabilityThunkFeature._ensure): Clarify the intent.
