Fixed as per Robert's review.

* tests/__init__.py:
(TestCase._track_locks): Make unbalanced locks fatal.

* tests/test_selftest.py:
(TestTestCaseWithMemoryTransport.test_dangling_locks_cause_failures):
The failure is now unconditional.
