Change Transport.* to work with URL's.

 * bzrlib.transport.Transport now accepts *ONLY* url escaped relative paths 
   to apis like 'put', 'get' and 'has'. This is to provide consistent
   behaviour - it operates on url's only. (Robert Collins)
