A bunch more tests and bug fixes for the local resolution.
If you run with '-Dlaunchpad' it will always query the xmlrpc and let you know
what the local and remote resolutions are.
Support lp://X/ where X is not 'production'.
When we get a URL that we aren't sure is correct, fall back to XMLRPC. Mostly
because when it is bad, XMLRPC will give nicer error messages than SSH.
The only error messages we lose now, is that XMLRPC would also validate the
distribution series and the project, and give errors to the effect of
'No such distribution series blah.' and 'No such package blah'.
