Make HunkSelector agnostic as to whether it's selecting for shelving or
unshelving. Create ShelveHunkSelector() and UnshelveHunkSelector() to
encapsulate this, a bit ugly, but reasonable.

Rename callbacks to be private, ie. beginning with _.
